I find that when you come across someone who is in love with mediocrity it is important to see that as a reluctance to change. Finding someone or something to role model helps people transition from what is to what could be. Perhaps have them visit a place where the task / process is done better. Have them read a case where improvement helped to bring many benefits. Put them through a simulation or role play with the intended improvement in play.
